EMSD#63 needs to reschedule 2010-2011 Budget vote Update – Sep. 3, 2010…

I have just been informed by EMSD#63 Superintendent Dr. Scott Clay that the final version of the SY 2010-2011 School District Budget will not be presented to EMSD#63 Board Members and public until later this afternoon, tonight or tomorrow.

EMSD#63 Board should have received this report last week.  Now it will have slightly more than 48 hours to review the significant changes referenced in Dr. Clay’s email.

There is no need to rush!

The EMSD#63 School Board Members have a responsibility to read and possibly question the changes and the impact these changes will have to EMSD#63’s original plan.  That takes time.  And there is time.  This process does not have to be completed until October.

Do the right thing Jane, reschedule the vote!

I just received the following email from Dr. Clay regarding the “Final Budget.”

So I went to the site as suggested.  This is the type of garbage that passes in EMSD#63 as the “Final Budget.”

I have since sent the following email to the EMSD#63 Board.

Email - Reschedule Budget

How does anyone know what these changes mean to the District’s Plan without the context of a complete and comparable Budget Report?   

This kind of FLIMFLAM is unacceptable.  The PUBLIC and BOARD need to see a comparable report to determine the impact of these changes.

The Budget process is not an elementary school project where you get extra points and a star for getting the project done early. 

Ms. Wojtkiewicz, you are the President of our School Board.  You wanted the job.  Your Board is Responsible for this budget under Board Policy 2:20 Governance - Powers and Duties of the Board of Education Point #3 , not Dr. Clay!  Finally, you work for us, not for the District’s Administration.

Do the right thing Jane, reschedule the vote!

Update – Sep. 3, 2010

Well EMSD#63’s Board went ahead and passed the 115 page 2010-2011 Budget; a document Board members had only received scant hours before.  One would have thought these Board Members were Congressmen. From Dr. Clay’s blog site came this announcement.

Mr. Butterly,

What’s with you? You don’t get it. Nothing’s going to happen. The Board will vote for the budget. No matter what you think or write. The only thing we can do is vote Jane and the other fools off the board. Must have taken you some time to edit this page. Too bad it was wasted!

As to your first point; what is with me is my concern regarding a lack of transparency at EMSD#63, and that is the reason I challenge the Board and Administration. If the Board and Administration acted professionally and transparently, this site would never have been created. Let me ask you a question. If I stop asking questions of EMSD#63 and presenting their answers, could I count on you to take my place? Maybe you’d like to help. Send me an email.

To your second point; the Board will vote tonight to accept the Budget. Period!

There has been a leadership vacuum since Dr. Williams left at the end of June. Any vision expressed by the board between 2000 and 2009 were Dr. Williams visions. President Jane appears rudderless and Dr. Clay’s actions since July are not engendering confidence. A lack of confidence leads to apathy. So sure, the board will do whatever it’s asked. At the same time, there is at least one member with district-related financial considerations to protect. There’ll be no wave-making from him.

As to the third point; Jane and the others being removed, that remains to be seen. The district needs candidates for the next election; candidates willing to do some hard work to get elected and who are willing to change Board Policies to return to the Board powers it once had. These candidates have to be committed to demanding excellence from our Administration leadership while still allowing them the freedom to perform their tasks unfettered. Maybe you’re up to that task. Maybe you’re neighbor is up to the task.

Your fourth point is true. It takes time to create this blog. However, I think it’s worth it.

They voted without a second thought. Wonder if the guy from the bus company would be this casual if this were his business?

I wasn’t surprised how the Board voted. I stated that they would pass the budget in my last post. The Board and Administration are connected at the hip. Of course, I would have liked to have been wrong in this case. I don’t think the stakeholders were served well last night.

As to the bus company guy, I would guess that he didn’t give a hoot. He’s legally making money with the district and that’s probably all that matters to him in the end. Doing business with a school district while seated on the school board has never sat well with me, if for no other than ethical reasons. I wouldn’t have placed myself in that position.
