Williams/Kaczkowski E-Mail

During the spring of 2005 I received a copy of a very disturbing e-mail. It was included within a Freedom of Information Act (FOIA) document retrieval initated by me.

The e-mail was authored by Dr. Kathleen Williams on school time and was sent from the district's East Maine School District #63 Board of Education computers on September 08, 2004 at 9:40 a.m. The e-mail was addressed to specific members of the East Maine School District #63 Board Of Education.

Dr. Williams's intent was to inform her board of an e-mail she had received the night before from then referendum committee chairperson, now EMSD#63 School Board Member, Janet Kaczkowski.

I believe the text of Janet Kaczkowski's e-mail is self explanatory.

Dr. Williams E-Mail to School Board

What does this say about the leadership in East Maine School District #63? What does this say about Dr. Williams, Katherine Ruh and Stacy Mallek? Were they all cooperating and coordinating with this parent to pass the tax increase referendum? What does it say about School Board member Janet Kaczkowski?

Your opinion please!

Hey...what going on here? I looks like an infantile conspiracy going on between Supt. Williams, 63 board members, and Janet Kaczkowski to neutralize or hinder your civil rights to communicate with EMSD63 personel and/or board. What kind of cabal is going on here? It seems to me to be highly prejudicial behavior for these folks to do. What are they afraid of? More on this please!

Sure looks that way!

It is beyond my understanding as to why Dr. Williams would apparently choose to involve herself in such seedy activities.

One need only look at the time and date of the e-mail to see that it was posted by or the bequest of Dr. Williams on a school day, on "company time" and from the school district's computer system.

Did they really believe that this e-mail would never see the light of day?

EMSD63 currently pays Dr. Williams around $300,000 in base pay and fringe benefits for her services. (The subject of a future posting.) This year alone, she will receive a contracted 17.8% increase in base pay. As taxpayers, we have every right to expect her to always act in a professional, ethical and up-front manner. What she did with this e-mail was in my opinion, certainly unprofessional, unethical, and for all I know, may even be illegal.

Note: If you wish to receive a PDF copy of the original e-mail or Dr. Williams's 2004-2009 Superintendent's Contract, send your e-mail request to:

Running a school district and being responsible for the education of children, requires good judgment and moral authority. In sending these e-mails, Dr. Williams and Board Member Kaczkowski clearly displayed, in my opinion, a lack of common sense and good judgment. The foundation for moral authority is honesty. On that, you be the judge!

Lastly, it is my opinion that the recipients of the e-mail had an obligation to the voter/taxpayers who supported them, to publicly discuss, renounce and denounce both e-mails and their authors. This has not happened. Nor is it likely to happen any time soon.

It would seem that Dr. Williams, the current Superintendent of Schools, has had a prior (to the April 2007 election) relationship with Ms. Kazakowski. That would be in line with the rumors that were going around in the district that Dr. Williams was sponsoring Ms. Kazakowski to be elected to the School Board. It would seem only natural for Dr. Williams to back Ms. Kazakowski since Ms. Kazakowski seems to have just as close a relationship with the other School Board Members that unilaterally support the Superintendent’s every whim. The majority of our School Boards Members seem to be made-up of loyalists to the Superintendent, that will go along with anything she, the Superintendent demands. When are the tax paying citizens of District #63 going to wake up and elect School Board Members that will make decisions that will first and foremost benefit of the Children of this District and secondly, render decisions that reflect the best interests of the Tax Payers. Because this new Board Members has a cozy relationship with the Superintendent I do not feel she is interested in appling herself to making decisions that will benefit our children. Rather, she will fulfill the legacy of the recently retired board member Elizabeth Houlihan, in which she will absent-mindedly pass motion after motion sponsored by Dr. Williams. It is apparent that she has misled the public in her reasons for running for the School Board. I think she should resign immediately considering her focus is on maligning others that challenge the Superintendent and School Board rather than maintaining a neutral relationship that would enable her to make decisions that are best for the Children of this School District.
